Illegal construction of rooms, a locked terrace, no fire safety certificate, a single entry and exit point, and an absence of basic firefighting systems. The Flourish Stay Bed and Breakfast in south Delhi’s Malviya Nagar area, where a fire on May 3 killed 21 and severely injured 20 others, flouted every rule in the book.
At least nine of the 18 victims identified were foreign nationals who had come for medical treatment in the nearby Max Hospital.
